    Knowledge is Power - one of the most important sayings that demonstrate an individual’s
    growth and development to the highest level. Therefore, the goal of presenting this paper is to be able
    to impart an in-depth understanding pertaining to various notions about knowledge sharing (KS)
    presented in different institutions and also to raise some recommendations on how to improve
    knowledge sharing in Malaysia. Moreover, the content of this paper is geared on exploring insights in
    the Malaysian perspective of KS specifically in the public sector along with illustrating certain ways
    of effectively enhancing KS in a particular organization. The information that is presented in this
    paper were collected from various related literatures gathered from books, academic journals and
    articles. Findings from several literatures revealed that most public sector employees are reluctant to
    shared their knowledge as well as best practices, and this is regarded as the ultimate factors that
    leads to poor quality and inefficient in the service delivery. Through the useful highlights in this
    paper, it would provide beneficial information on contributing factor to enhance successful KS, not
    only the Malaysian public sector but also to other countries with similar public sector settings and
    culture.

    Riparian vegetation has been recognized for its remarkable environmental and
    management implications. Occurred within the dynamic tract of river systems, riparian
    vegetation is a complex character that often exposed to the changes of river water and
    river beds. Their spatial extent is strongly controlled by inundation and flood
    disturbance, which result in the riparian vegetation migration to the point of
    destruction, if the competition for the area and other sources are lacking. This paper
    presents the findings of collected riparian vegetation information along Sg Johor at the
    upstream and downstream of Kota Tinggi. Using Point-Centre-Quarter Method, the
    vegetation’s species, density, basal area, diameter at breast height and relative
    composition were recorded, identified and classified. Vitex pubescens and Drypetes
    spp. dominantly occurred along the upstream and downstream of this river,
    respectively. Species like Gymnacranthera bancana, Endospermum malaccense, and
    Aquilaria malaccensis are also found inhabit along Sg Johor bank. Classified as woody
    vegetation, these vegetations are equipped with buttress roots that enable them to
    increase soil strength. This paper also suggests that proper study of riparian vegetation
    along river banks could promote a better understanding of the function of each
    species, to ensure the sustainability of riparian vegetation as part of river system
    engineer.

    Policymakers and recreation site managers use changes in fee structure, either introducing park entrance fees or increasing existing ones, to generate revenues, improve services, and reduce damages associated with visitor’s overuse. The sudden increase in park usage fee, however, can make the park inaccessible to certain segments of visitors. Understanding park users' response to changes in fees and its implication on park use equity is, thus, important to achieving a park's full potential in a socially and environmentally responsible way. This information is crucial especially for developing countries, where the issue has received relatively less attention and underfunded. This paper contributes to the literature on park access fees by empirically assessing park use equity between and among international and local visitors visiting Putrajaya Botanical Garden, Malaysia and developing an approach for determining predictors and mean willingness to pay values for park entrance. Results of our survey-based approach show a positive willingness to pay values for park entrance and fee increases. Our results also show that it is possible to raise revenue without exacerbating existing park use differences.

    A questionnaire Usability Self Learning Module is developed to measure the overall
    development of the learning module Adobe Photoshop constructs involving three modules, module’s
    usability, applying theory of the cognitive load and minimalist. The study was conducted to produce
    empirical data on the reliability and validity of the Usability of Adobe Photoshop’s Module
    questionnaire using the Rasch Measurement Model. A survey was conducted on 120 participants who
    attended the course Adobe Photoshop using the modules studied. The questionnaire is distributed
    using one of the Web 2.0 technology platform, Google Docs. The reliability and validity of the
    Usability Adobe Photoshop’s module questionnaire were tested with the Rasch Measurement Model
    using the Winstep version 3.69.1.11 program.The Rasch analysis showed that person reliability index
    is 0.87 and item reliability of 0.94. In term of item polarity, each item was able to contribute to
    measuring the effectiveness of the learning module development measurement since the PTMEA
    CORR exceeded 0.30, in specific between 0.50 to 0.78. There are 27 items in the questionnaire, which
    is divided into 3 different constructs. Each construct contains 7 to 11 items. The unidimensionality test
    conducted showed standardized residuals variance of 49.8%, with the biggest secondary dimension
    in the first constrast amounting variance of 6.5%. Item fit analysis showed that none of the items
    needed to be dropped since infit mean square values are between 0.73 and 1.39, and the outfit mean
    square values are between 0.70 and 1.40. Items in the questionnaires are ordered in a continuum of
    increasing intensity for the measurement of the Usability of Module construct. This shows the validity
    of the constructs in Usability of the module.The Rasch Measurement Model shows that the Usability
    of the Module has a high reliability and validity to be used for measuring the usability of the module
    and the application of cognitive load theory and the theory of minimalism

    Risk management requires human judgements, from risk identification, assessment to response. Although automated tools are useful in handling large amounts of data and in performing complex calculations rapidly, humans undertake the entire risk management process. They bring to the process their intuitions, insights, previous experiences and skills. Therefore, creating a rich source of information of risks faced by an organisation. Ignoring human factors may impoverish information and limit risk management to only measurable factors. This study contributes to the field of decision-making and risk assessment by investigating and discussing in detail how to quantify subjective judgements using the Analytic Hierarchy Process (AHP). AHP is used to assess risk of an insurance company. It discusses how to do risk assessment by combining both intuition and analytic in the decision-making process. The study defines intuition as knowledge and experience, and analytic as the mathematics or quantitative analysis to derive the result. It demonstrates how Analytic Hierarchy Process (AHP) - a flexible multi-attribute or multi-criteria decision making tool, enables risk managers to use both intuition and analytic to do risk assessment. Risk assessment using AHP produces global priority weights representing the overall risk ranking of an insurance company. The study develops a risk assessment problem and uses AHP to organise and structure risks and sub-risks of the problem. It uses formative evaluation method with open-ended questionnaires to obtain feedbacks from risk managers on AHP. Three employees of a risk management department in a government agency assesses the risks using AHP. AHP strengths are easy to use and understand, improves risk assessment and useful for risk assessment problems that have scarce or no data. AHP limitation are the numbers and repetitiveness of the pairwise comparisons. The participants either ignore some of the pairwise questions or they answer randomly instead of deliberate judgements.

    – Stroke is one of the deadly disease in Malaysia; one of top five major causes of death
    and one of the top ten causes for hospitalization in Malaysia. Every year 40,000 people
    diagnosed with this deadly disease. Stroke occurs when blood flow to the brain is blocked.
    Blood supply essential nutrient and oxygen to the brain. Insufficient blood supply will cause
    brain cell damages and lead to lose control of human body. Weakness or lost ability to upper
    limb or arm is one of the main symptoms for the stroke patients. Normally only one part of the
    body will affected. Upper limb post stroke rehabilitation objective is to help stroke survivor to
    move their hand and arm as effective as their non-affected hand. Arm/ hand skate is one of the
    popular equipment used to help the stoke survivor to regain their upper and/or forearm limb
    strength and endurance of the patients. The main movement direction was horizontal from left
    to right and reversed. In order to get the benefit of this exercise, stroke survivor has to repeat
    this exercise for several time, this will lead to boredom and motivation lost. Another
    disadvantage is there is no indicator for showing degree of the rehabilitation. Objective of this
    study is to design a computer application using combination of C++, Open GL and optical
    mouse which can be used to evaluate the stroke survivor hand and arm speed movement.
    Information obtain from this application can used by the therapist and stroke survivor to
    monitor their rehabilitation activity progress and effectiveness.

    With the increasing demand for greater quality of transferred data, the optical cable
    lines are reaching their limits of transfer capacities. The alternative for more effective
    usage is by introducing the Dense Wavelength Division Multiplexing (DWDM)
    integrated with optical amplifier to optimize the output signal. This study was
    performed theoretically with an assistance of OptiSystem 9.0 simulation software to
    develop higher transfer speed of 32 channels DWDM network system by employing
    hybrid optical amplifiers. Three types of optical amplifiers had been introduced such
    as Erbium Doped Fiber Amplifier (EDFA), Semiconductor Optical Amplifier (SOA) and
    Dynamic RAMAN amplifier. The optimum performance of DWDM system was obtained
    by employed hybrid EDFA-Raman amplifier which resulted the best transmission signal
    received with maximum Qfactor=43.0579 a.u. The hybrid EDFA-Raman produced
    better stability than EDFA-SOA where the received signals were only fluctuated within
    ±3.73 a.u. In comparison with other types of configuration, namely EDFA-SOA and
    RAMAN-SOA; the value of maximum Q-factor experienced about 50% of increment. In
    conclusion, the development of high performance and excellent stability of 32-
    channels DWDM optical network system can be achieved by introduced hybrid
    amplifier of EDFA-RAMAN.

    The past decade has seen a growing recognition internationally that children have a right
    to participate in matters that affect their lives. In a family legal proceeding, it is in practice left to the
    discretion of a judge to decide whether the child is heard. Interviews have become the most common
    approach by family court judges in Malaysia to resolve problematic custody disputes. However, many
    family law practitioners believe that this can be detrimental to the children as the judges are not experts
    in child psychology and counselling. Hence, this article intends to critique the effectiveness of Sulh
    (mediation) procedure in resolving custody dispute (hadhanah) in the Syariah Court. Despite the
    importance of consulting the affected children, their views are rarely sought nor acknowledged within
    the judicial setting. Legal fraternity and parents play a significant influence on whether children’s are
    heard in court and Sulh chamber. There is a need for further research to explore legal professionals’ and parents’ perspectives on children’s active involvement in decision-making. This information could
    be used to develop guidelines that will assist professionals and parent in facilitating and supporting
    children’s participation.

    At present, the learning activities carried out is in line with the rapid growth of development of technology and lifestyle. ICT literacy is categorised as those who can operate a computer and Internet. This study is conducted to determine the level of computer and Internet literacy in generation Y. A total of ten respondents among university students were interviewed. The level of the skill is measured in terms of the use of information processing systems and the Internet. The new knowledge addresses the themes in information communication technology literacy namely; defining, accessing, assessing, managing, integrating, creating and passing data. As such, the model of computer technology in education can also be produced. A more robust method of learning can be heightened by seeing the level of skills possessed by university students. The findings of this study is expected to determine the level of competence of the students and university can provide the necessary equipment to ensure effective teaching and learning.

    An increasing number of women participate in the work force due to socio-economic development result a big impact to work and family institution. Failure to meet demand for both work and family lead to work-family conflict that may give negative consequences on work and family. An example of major work-related outcome is burnout which can lead to turnover intention. Social support has been identified as an important resources that can reduce work-family conflict and burnout. This paper aims to identify the relationship between work-family conflict and turnover intention and also the mediation effect of burnout on work-family conflict and turnover intention relationship. It is proposed that there will be a positive relationship between work-family conflict and turnover intention and there is an indirect relationship between work-family conflict and turnover intention through the mediation effect of burnout. Social support from work and family is proposed to moderate the relationship between work-family conflict and burnout. Furthermore it is proposed that the strength of relationship between work-family conflict and turnover intention depends on the mediation effect of burnout and moderating effect of social support.

    HEIs are facing major challenges in the current era, and an investigation of their
    structures and roles is imperative. The survival and continued competiveness of HEIs
    depend on the willingness and acceptance of changes and consideration for the
    methods that will allow their practices to be improved. A learning organization is one
    that seeks to maximize fully the capacities of its people to change, to survive in a
    volatile environment and to sustain competitive advantage. The HEI sector is one such
    sector that exists in a volatile environment; this sector needs to be resilient in facing
    these challenges and adopting new ways to survive and cope with them. Thus, this
    paper proposes that the learning organization approach has a direct influence on
    knowledge transfer and organizational performance, which in turn, leads to HEIs
    attaining success and continued survival.

    Improving organizational performance is the main objective of any organization. Six
    Sigma is one of the most important approaches to improve performance and sustain
    competitive advantage. This article reviewed the literature related to organizational
    performance and explains the potential impact of Six Sigma and innovation culture on
    organizational performance. Given that previous studies have reported inconclusive
    results, this paper tries to establish a mechanism to explain the role of Six Sigma in
    improving organizational performance. Therefore, based on the theoretical foundation
    and comprehensive review of previous literature, a research framework is proposed.
    This proposed framework is grounded in the implementation of Six Sigma projects; it
    also establishes that innovation culture can help organizations to achieve success in a
    turbulent business environment.

    Blends of poly (vinyl chloride) and poly (ethylene oxide) with the addition of carbon black
    as filler was prepared via solution casting technique to fabricate a conductive polymer film. Besides,
    poly (ethylene glycol diglycidyl ether) (PEGDE) was added into the formulation in order to improve its
    properties. The surface morphology of the conductive polymer film was characterized via scanning
    electron microscope (SEM). The results showed that the conductivity of the film was greatly enhanced
    by incorporating the PEGDE as the surface modifier in the PVC/PEO conductive polymer film.

    here are many contaminants that could lead to the alteration of oil viscosity. Diesel fuel
    is one of the deteriorating contaminants for diesel engine oils. It is among the main factors that give
    high impact towards the deterioration of engine oils as one study has found that, in average, 0.36% of
    total fuel consumption ends up in the crankcase. Many studies have demonstrated the effect of fuel
    dilution on the wear characteristic. However, there are limited studies that focused on the percentage
    amount affecting the wear characteristics together with other influencing factors such as load, speed
    and temperature. In this research, used motor oil - Gibson 20W50 had been mixed well with fuel
    percentages of 0, 1, 3, 5 and 7, hence creating 5 samples that were run under different speeds. The
    experiment is conducted by following the ASTM 4172 standard. Based on the results, the fuel
    contamination in used motor oil was considered limiting at 5% contamination and became totally
    deteriorated at 7%. Through a Stribeck Curve, it could be understood that wear is inversely
    proportional to sliding velocity, where it is one of the lubrication parameters together with speed and
    load. Rough surface on the balls indicated that abrasive wear has occurred due to the use of used
    motor oil

    This paper describes the process of designing a wheelchair with the main aim of making it
    compact and lightweight. A wheelchair is a common device used to assist in terms of mobility for those
    with difficulty to walk. Most conventional manual wheelchairs are heavy and bulky, even after they are
    folded. The designed wheelchair in this research is able to reduce the weight approximately by 30%.
    The wheelchair volume after folding is also reduced significantly. Besides, the designed wheelchair was
    evaluated by using 3D CAD software to analyse the strength and possible material failure. Moreover,
    a virtual mannequin was used to evaluate the geometry and the comfort of the design. On top of that, a
    scale down prototype was produced by using a 3D printer to evaluate the fold-ability function of the
    wheelchair.

    Selection of a suitable and appropriate method is an important aspect in ensuring successful
    implementation of a research. The proposed study aims to obtain weights for sustainable construction
    criteria from the input and perception of industrial practitioner, and also to explore their opinion on
    the criteria. Therefore, the selection and use of study implementation method will determine the
    direction of the study whether the intended objectives can be achieved. This manuscript writing presents
    the description of the structured interview used to obtain and collect the required data. The suitability
    and implementation of the methods have been described in this study, in which the ultimate aim of its
    application is to ensure that the collected data is meaningful to the study.

    Mobile learning (M-learning) is considered as a development process of Electronic learning
    (E-Learning) that used to meet some of issues in E-learning such as wireless environment and
    accessibility. In spite of having many benefits and advantages for using M-learning, many challenges
    and issues still facing mobile learning technology to become a part of most of the Higher Education
    Institutions (HEIs) strategies. This paper aims to examine the barriers to M-learning adoption by HEIs
    in Malaysia. To do so, a quantitative research methodology was used in data collection. Online
    questionnaire was distributed by e-mail to 150 respondents in three universities. The result analysis
    brought out that mobile storage size, limitation of mobile memory and mobile battery life are the main
    barriers of using mobile in learning process.

    Optimum design of HEN can cause significant reduction in the total cost of the plant.
    Targeting method using pinch analysis diagrams was presented to find out investment cost required
    and the period of return of the investment of optimization of the refinery system. This method can be
    done by knowing the amount of ΔTmin and by pointing the composite curve of saving vs investment (S-I
    curve).The targeting method is the modification of the system that need to be done to avoid movement
    of heat exchangers in order to minimize the return of the investment. This method can assist refineries
    management to make decision in order to optimize the refinery system.Result shows that refinery can
    reduce the temperature on the main tower until 9.65MW and the investment will be $360,000 with the
    time of the return cost being 7.7 months

    The hydrodynamic characteristics of new design for artificial reef with low flow
    drag to provide suitable shelter for fishes and marine organisms in the Malaysian seas, were
    studied in this paper. The concept used in the design is based on the streamlined bicycle helmet
    design concept. The flow characteristics and the wave forces (FW) of the helmet and hollow
    cube artificial reefs (ARs) of the same volume have been studied at a water depth and wave
    celerties of Malaysia seas using Computational Fluid Dynamics (CFD) RANSE (ReynoldsAveraged
    Navier-Stokes Eqs.) code Ansys Fluent. The Shear Stress Transport (SST) turbulence
    model was used in the RANSE code. The streamlined body of the helmet artificial reef provides
    flow zones with moderate flow speed at this area, which can help fishes and marine organisms
    to find good shelter. The special shape of the different openings in the body of the helmet
    artificial reef improves the condition of the flow velocity distribution inside the unit than that
    of the hollow cube unit, which can increase the amount of the nutrient to the living fishes and
    organisms inside the reef.

    Palm oil-based wax is a waste material from palm oil refining process. Recent prototyping
    activities have used industrial blue wax or synthetic wax to produce prototype parts by machining
    processes. The new palm oil-based wax blended with LLDPE reduces the use of synthetic wax for
    engineering applications. This paper studies the machining characteristic of two different composite
    blends: LLDPE/PALMAC 95 -16 Palm Oil-Based Wax and LLDPE/PALMAC 98-18 Palm Oil-Based
    Wax. Three machining characteristic results were recorded, namely; surface roughness, temperature
    and dimensional consistency.
