    Providing access to non-confidential government data to the public is one of the initiatives adopted by many governments today to embrace government transparency practices. The initiative of publishing non-confidential government data for the public to use and re-use without restrictions is known as Open Government Data (OGD). Nevertheless, after several years after its inception, the direction of OGD implementation remains uncertain. The extant literature on OGD adoption concentrates primarily on identifying factors influencing adoption decisions. Yet, studies on the underlying factors influencing OGD after the adoption phase are scarce. Based on these issues, this study investigated the post-adoption of OGD in the public sector, particularly the data provider agencies. The OGD post-adoption framework is crafted by anchoring the Technology-Organization-Environment (TOE) framework and the innovation adoption process theory. The data was collected from 266 government agencies in the Malaysian public sector. This study employed the partial least square-structural equation modeling as the statistical technique for factor analysis. The results indicate that two factors from the organizational context (top management support, organizational culture) and two from the technological context (complexity, relative advantage) have a significant contribution to the post-adoption of OGD in the public sector. The contribution of this study is threefold: theoretical, conceptual, and practical. This study contributed theoretically by introducing the post-adoption framework of OGD that comprises the acceptance, routinization, and infusion stages. As the majority of OGD adoption studies conclude their analysis at the adoption (decisions) phase, this study gives novel insight to extend the analysis into unexplored territory, specifically the post-adoption phase. Conceptually, this study presents two new factors in the environmental context to be explored in the OGD adoption study, namely, the data demand and incentives. The fact that data providers are not influenced by data requests from the agency's external environment and incentive offerings is something that needs further investigation. In practicality, the findings of this study are anticipated to assist policymakers in strategizing for long-term OGD implementation from the data provider's perspective. This effort is crucial to ensure that the OGD initiatives will be incorporated into the public sector's service thrust and become one of the digital government services provided to the citizen.

    The transition of ICD has never been a straightforward initiative. As nations transition to ICD-11, ensuring its acceptance among the users is essential. To our knowledge, there are limited studies about the instrument and ICD-11 adoption. Therefore, the purpose of this study was to design an instrument and investigate the factors influencing the intention to use the ICD-11 among medical record officers (MROs) and assistant medical record officers (AMROs) at Ministry of Health (MOH) Malaysia facilities. Based on the current literature, a model based on the decomposed theory of planned behaviour (DTPB) was proposed. The model consisted of 13 dimensions and 12 hypotheses identified from previous studies. Using PLS-SEM, 185 survey data points were analysed. The study findings showed that ten factors have a significant impact on the suggested model. Users' subjective norm was the most influential factor in their intention to use ICD-11. Unexpectedly, perceived usefulness and was found to have no significant influence. This study is important for policymakers in strategising ICD-11 implementation efforts. This study's novelty lies in applying a DTPB theory model in the context of the intention to use ICD-11.

    As health systems transition to ICD-11, it is essential to gauge the readiness and improve existing transition efforts. Assessing the intention to use ICD-11 and factors influencing it is imperative to encourage the use of ICD-11 among the medical record officers (MROs) and assistant medical record officers (AMROs). This study aims to develop and validate a questionnaire on the factors influencing the intention to use ICD-11 among MROs and AMROs in the Ministry of Health, Malaysia. This study comprised a questionnaire development and validation involving 292 participants nationwide from Ministry of Health Malaysia facilities. The questionnaire was developed based on items adapted from the literature. Forward and backward English-Malay translation was done. Then, the questionnaire was examined for content validity, internal consistency reliability, construct validity, face validity, convergent validity, discriminant validity and confirmatory factor analyses. The final version of the questionnaire consists of eleven domains represented by 50 items. The content validity index and modified kappa were excellent for all domains. The Kaiser-Meyer-Olkin sampling adequacy value was appropriate, with a value of 0.790. The questionnaire also demonstrated good internal consistency reliability with Cronbach's alpha values between 0.850 and 0.992. Confirmatory factor analysis showed a reasonable fit for this eleven-factor model. In conclusion, this questionnaire provides a reliable tool for investigating the intention to use ICD-11 among MROs and AMROs. Positive findings from the psychometric properties support the validity of the questionnaire. This instrument can potentially support personnel in charge of ICD codification, guide the ICD-11 transition at various levels and facilitate research on support dynamics among the MROs and AMROs.

    BACKGROUND: The transition of systems to the International Statistical Classification of Diseases 11th Version (ICD-11) allows access to comprehensive data that accurately portray the complexity of morbidity and mortality data in Malaysia.

    OBJECTIVE: To demonstrate Malaysia's experience in implementing ICD-11, from data collection to downstream data use applications.

    METHOD AND IMPLEMENTATION: We describe improvements to existing data source systems and downstream data applications. For non-HIS and HIS (ICD-10) systems, data were manually entered into the health management information system equipped with ICD-11 or automatically mapped from ICD-10 to ICD-11. Following these system improvements, we collected and reported ICD-11 data from all hospitals nationwide, regardless of the individual systems' status in ICD-11 use.

    DISCUSSION: Lessons learnt related to legacy systems; ICD-11 releases and system updates; mapping; reporting; human resources and related applications.

    CONCLUSION: With careful planning, standardisation of the collection and use of ICD-11 data can be accomplished with limited resources and in a complex environment with heterogeneous systems.

    IMPLICATIONS: Use of ICD-11 data in downstream data applications improves data quality to answer specific business or research questions.
