    A cross-sectional study design was created, using the Index of Perceived Community Resilience (IPCR) and Buckner's Index of Cohesion (BIC) to survey 386 flood evacuees from six communities in Kelantan, Malaysia, in 2015. The respondents were mostly female (54.7%); lived in basic housing (95.6%); average income (55.9%); secondary level schooling (81.1%); not involved with community organisations (95.1%), volunteering activities (91.2%), or emergency teams (96.9%); inexperience with injury during flooding (94%); experienced the emergency disaster (61.6%); and their mean age was 49 years old. Overall, respondents scored a high level of community disaster resilience (CDR) (mean 3.9) and social cohesion (mean 3.79). Also, respondents' housing type, event of injury during disaster, volunteering in post-disaster activities, and emergency team participation were significantly associated with CDR (p = 0.001-0.002), organisational involvement (p = 0.016), and emergency disaster experience (p = 0.028) were significantly associated with social cohesion. The Pearson correlation coefficient results mostly showing a moderate, weak, and one with a strong relationship. There is a strong relationship between community participation (CDR) in events and BIC variables (r = 0.529, p = 0.001). Other analysis shows a moderate but significant relationship with BIC; is open to ideas (r = 0.332, p = 0.001); community has similar values/ideas (r = 0.421, p = 0.001); sense of pride (r = 0.389, p = 0.001); strong leadership (r = 0.339, p = 0.001); positive change (r = 0.484, p = 0.001); and able to handle problems (r = 0.454, p = 0.001). Overall, the results show that respondents had high levels of CDR and social cohesion, while the demographic characteristics show the impact of CDR and social cohesion. In conclusion, the data gives original insight into the level of association between social cohesion and disaster resilience, which could be used as a building block in sustainable disaster recovery. There is a need to explore this further on programmes designed to improve social cohesion across communities.

    Investigation of meteorological disasters caused by small-scale topography shows that flashover due to wind age yaw occurred quite often where col topography existed. Considering that the distribution pattern of wind profile at different locations of a col topography is not clear, this paper, with wind tunnel tests, studied the influenced of such topographic features of a col as hill slope and valley mouth width on the wind profile at different locations. The results of wind tunnel tests indicated that over-hill wind has a stronger effect on wind velocity correction coefficient than does valley wind, that compared to flat terrain wind velocity, the maximum speed-up amplitude of wind velocity at valley throat and hill summit reach 33 and 53%, respectively, apparently higher than 10% specified in Codes, that wind velocity at valley throat increases with the increase of hill slope and decreases with the increase of valley mouth width, that wind velocity in the valley basically does not go up when the slope of one hill side is smaller than 0.1 and that wind velocity at the same non-dimensional height of a 3D hill summit increases with the increase of hill height.

    The aim of this study was to investigate the use of a newly developed design game called BLOCKS to stimulate awareness of ethical responsibilities amongst engineering students. The design game was played by seventeen teams of chemical engineering students, with each team having to arrange pieces of colored paper to produce two letters each. Before the end of the game, additional constraints were introduced to the teams such that they faced similar ambiguity in the technical facts that the engineers involved in the Challenger disaster had faced prior to the space shuttle launch. At this stage, the teams had to decide whether to continue with their original design or to develop alternative solutions. After the teams had made their decisions, a video of the Challenger explosion was shown followed by a post-game discussion. The students' opinion on five Statements on ethics was tracked via a Five-Item Likert survey which was administered three times, before and after the ethical scenario was introduced, and after the video and post-game discussion. The results from this study indicated that the combination of the game and the real-life incident from the video had generally strengthened the students' opinions of the Statements.

    Disasters, natural or man-made, bring numerous health care challenges. In any crisis, mental health programs are a requirement during both the acute and postemergency phases. In the Asian tsunami on December 26, 2004, some of the northwestern coastal areas of Malaysia, particularly the island of Penang, were affected with devastating effects on the residents. Such disasters can predispose to mental health problems among the affected people. An early mental health intervention program was carried out in Balik Pulau, Penang, an area badly affected by the tsunami. The objective of the intervention program was to identify the victims, counsel them, make referrals if necessary, and provide help and resources to prevent the development of mental health problems. Penang residents identified as tsunami victims by the local health authorities were recruited. A group of health care workers, school teachers, village authorities, and volunteers were trained to carry out the crisis intervention program by health care workers experienced in crisis interventions. A total of 299 adults participated in the crisis intervention program, with follow-up assessments being made 4 to 6 weeks later. At the follow-up assessment, 1% of the victims had a problem and they were then referred for further medical assessment. This indicates that the intervention program in the first 2 weeks after the tsunami disaster with referrals to medical services may have helped stabilize the victims.

    Natural disasters may lead to infectious disease outbreaks when they result in substantial population displacement and exacerbate synergic risk factors (change in the environment, in human conditions and in the vulnerability to existing pathogens) for disease transmission. We reviewed risk factors and potential infectious diseases resulting from prolonged secondary effects of major natural disasters that occurred from 2000 to 2011. Natural disasters including floods, tsunamis, earthquakes, tropical cyclones (e.g., hurricanes and typhoons) and tornadoes have been secondarily described with the following infectious diseases including diarrheal diseases, acute respiratory infections, malaria, leptospirosis, measles, dengue fever, viral hepatitis, typhoid fever, meningitis, as well as tetanus and cutaneous mucormycosis. Risk assessment is essential in post-disaster situations and the rapid implementation of control measures through re-establishment and improvement of primary healthcare delivery should be given high priority, especially in the absence of pre-disaster surveillance data.

    Flooding is the most frequent of all natural disasters. A flood is any water flow that exceeds the capacity of the drainage system and usually subsides in relatively shorter period. However, the flood that hit Batu Pahat District were different from other districts. Batu Pahat flooding extended for 48 days from the first wave until it subsided fully. It gives positive and negative effects not only to the victims but also to the health care workers (HCWs) while executing their duties during and post flood. This write up aims to share HCW’s experience and voices from those who were involved in the flood disaster. Methods used are brainstorming sessions, discussion, observation and interview. From this study, 10 main themes were highlighted. This flood disaster has given the HCWs to prepare mentally, physically and increase knowledge and skills to face any disaster in the future.

    An underwater disaster can be declared when a maritime accident occurred or when an aircraft is plunged into water area, be it ocean, sea or river. Nevertheless, handling of human remains in an underwater recovery operation is often a difficult and demanding task as working conditions may be challenging with poor to no visibility, location of remains at considerable depths and associated hazards from surrounding water. A case of the recent helicopter crash, into a famous river in Sarawak, domiciled by huge crocodiles, is discussed in this paper. Search and recovery team as well as the combat divers from the Special Elite Troop Commando, known as VAT 69, were deployed to the scene to perform the underwater recovery to search for all the victims on board involving five Malaysians with a pilot of Philippines nationality. This paper highlights the limitations and challenges faced during the underwater search and recovery. All the bodies recovered were in moderate decomposition stage with crushed injuries and mutilated face and body. A simple and conventional fingerprint technique were used to record the fingerprint. The prints impressions were later photographed using a smartphone and transferred back to the RMP headquarters in Kuala Lumpur for fingerprint match by using WhatsApp Messenger, a phone application. All the first five victims were identified within an average of 10min. The last victim recovered was the pilot. For foreign nationals, the Immigration Department of Malaysia will record the prints of both index fingers only. The lifting of the fingerprint of the last victim was the most challenging in which only one index finger left that can be used for comparison. A few techniques were attempted using the black printer's ink, glass and tape techniques for the last victim. Subsequently, images of the prints impression were taken using the same smartphone with additional macro lens attached to it to enhance the resolution. The images were transferred to the RMP headquarters through WhatsApp Messenger. The prints were confirmed to be the pilot 20min later.

    Cadaver body bags are the conventional method to contain a human body or human remains, which includes the use for storage and transportation of the deceased at any crime scene or disaster scene. During disasters, most often than not, the first responders including the police will be equipped with cadaver body bags to do scene processing of human remains and collection of personal belongings at the disaster site. However, in an unanticipated large scale disasters involving hundreds and thousands of fatalities, cadaver body bags supplies may be scarce. The authors have therefore innovated the cling film plastic wrap as an alternative for the cadaver body bag used at the disaster site. The plastic wrap was tested on six different experimental subjects, i.e. both adult and child mannequins; body parts of the mannequin figure (arm and hand); a human adult subject and an unknown dead body. The strengths of the cling film plastic wrap are discussed in comparison with the cadaver body bag in the aspects of costing, weight, duration of the wrap, water and body fluid resistant properties, visibility and other advantages. An average savings of more than 5000% are noted for both adult body wrap and child body wrap compared to the cadaver body wrap. This simply means that the authors can either wrap 25 adult dead bodies or 80 children dead bodies with the cost of 1 cadaver body bag. The cling film plastic wrap has proven to have significant innovation impact for dead body management particularly by the first responders in large scale disasters. With proper handling of dead bodies, first responders can manage the dead with dignity and respect in an overwhelmed situation to facilitate the humanitarian victim identification process later.

    This study explores the practicability and usability of the cling film plastic wrap on the dead body with decomposition changes, whereby the feasibility of wrapping the remains to ensure the containment of the decomposition fluid within the cling film plastic wrap. Unknown and unclaimed dead bodies were used. Wrapping and preservation of human remains using the cling film plastic wrap could be the best operational practices for first responders rather than leaving bodies exposed on the disaster site, when the supplies of the cadaver body bags are inadequate. Thinking out of the box, the conventional way of using cadaver body bags to the cling film plastic wrap forms a new perspective in managing the dead and facilitating the human identification needs. New inventive idea of adopting the cling film plastic wrap as means of protecting the dignity of the dead person, could be the way forward in humanitarian forensic action.

    Recent research in underwater wireless sensor networks (UWSNs) has gained the attention of researchers in academia and industry for a number of applications. They include disaster and earthquake prediction, water quality and environment monitoring, leakage and mine detection, military surveillance and underwater navigation. However, the aquatic medium is associated with a number of limitations and challenges: long multipath delay, high interference and noise, harsh environment, low bandwidth and limited battery life of the sensor nodes. These challenges demand research techniques and strategies to be overcome in an efficient and effective fashion. The design of routing protocols for UWSNs is one of the promising solutions to cope with these challenges. This paper presents a survey of the routing protocols for UWSNs. For the ease of description, the addressed routing protocols are classified into two groups: localization-based and localization-free protocols. These groups are further subdivided according to the problems they address or the major parameters they consider during routing. Unlike the existing surveys, this survey considers only the latest and state-of-the-art routing protocols. In addition, every protocol is described in terms of its routing strategy and the problem it addresses and solves. The merit(s) of each protocol is (are) highlighted along with the cost. A description of the protocols in this fashion has a number of advantages for researchers, as compared to the existing surveys. Firstly, the description of the routing strategy of each protocol makes its routing operation easily understandable. Secondly, the demerit(s) of a protocol provides (provide) insight into overcoming its flaw(s) in future investigation. This, in turn, leads to the foundation of new protocols that are more intelligent, robust and efficient with respect to the desired parameters. Thirdly, a protocol can be selected for the appropriate application based on its described merit(s). Finally, open challenges and research directions are presented for future investigation.

    The purpose of this study was to analyze people's attitudes to disasters by investigating how people feel, behave and think during disasters. We focused on disasters induced by humans, such as terrorist attacks. Two types of textual information were collected - from Internet blogs and from research papers. The analysis enabled forecasting of attitudes for the design of proactive disaster advisory scheme. Text was analyzed using a text mining tool, Leximancer. The outcome of this analysis revealed core themes and concepts in the text concerning people's attitudes. The themes and concepts were sorted into three broad categories: Affect, Behaviour, and Cognition (ABC), and the data was visualized in semantic maps. The maps reveal several knowledge pathways of ABC for developing attitudinal ontologies, which describe the relations between affect, behaviour and cognition, and the sequence in which they develop. Clearly, terrorist attacks induced trauma and people became highly vulnerable.

    Pakistan has recently been overwhelmed by extreme torrential rains, with its most populous city of Karachi experiencing its worst floods in almost a century. Poor flood control and water disposal facilities have led to an immense risk of another dengue outbreak, with multiple cases being reported recently. The enormous accumulation of stagnant water in urban areas is a major source of mosquito breeding and transmission. Historical data has shown the correlation between the number of dengue cases and average rainfall in the region. The monsoon rains have pounded at a time where health authorities are battling to contain the Coronavirus (COVID-19) pandemic. There is a need to implement centralized dengue control strategies to undertake large scale water drainage, sanitation, and disinfection drives in disaster-stricken areas alongside public health awareness programs to combat the after-effects of this natural calamity.

    The serious deterioration of the ecological environment comes from a large number of geological disasters. These disasters were caused by a number of engineering activities. Ecological restoration is an important measure to reduce geological disasters and protect the ecological environment. On the basis of the introduction of cast-in-situ grids technology, external-soil spray seeding technology and vegetation bag technology, according to the ecological restoration experiment of the road slope attach to the Three Gorges Pumped-Storage Power Station in Hohhot, decision analysis of slope ecological restoration is done with AHP. It is shown that in arid and semi-arid area, selection of slope ecological restoration scheme mainly needs considering the ecological effect and stability. The major factor of ecological effects is survival rate of vegetation. The major factor of stability is the stability in a whole. Cast-in-situ grids technology will be the first choice for ecological restoration of road slope in arid and semi-arid area. This study provides reference for decision of the slope ecological restoration in arid and semi-arid region.

    This paper investigated the seismic retrofitting of an existing cable-stayed bridge through the use of a seismic isolation system. The bridge is situated in a high seismic zone. During the Saguenay earthquake 1988, one of the anchorage plates of the bridge supports failed. Herein, several configurations of seismic isolation system were considered to identify an appropriate solution for the seismic retrofitting of the bridge in both the longitudinal and transverse directions. A three-dimensional model of the bridge was created, and its seismic behavior studied through nonlinear dynamic time-history analysis. The comparative performance study among the five retrofitting configurations showed that the partial seismic isolation of the bridge led to an enhancement of the seismic response of the bridge in one direction only. However, the overall seismic response of the cable-stayed bridge substantially improved in the longitudinal and transverse directions in cases where the isolation systems were utilized between the supports and the deck-tower connection of the bridge.

    The COVID-19 outbreak demonstrates how unprepared the world is for a different type of crisis, especially non-physical calamities. Revitalizing community involvement in disaster management is essential for making a community resilient. Due to differing sociocultural contexts, the resilience perceptions of communities in different parts of the world may vary. This study aims to understand community resilience factors after the COVID-19 disaster in Indonesia and Malaysia. Data from 2034 questionnaires using 5-interrelated domains in the Communities Advancing Resilience (CART) Toolkit Survey were collected. This study was conducted across Indonesia and Malaysia from March to April 2022. A quantitative-based cross-sectional study design and convenience sampling were applied. Respondents for this study were Indonesian and Malaysian citizens above 18 years of age who met the inclusion criteria. A total of 2034 respondents, 715 from Indonesia and 1,315 from Malaysia responded to the survey. The results suggest that Indonesian and Malaysian communities' Transformative Potential and Informative-Communication domains differ significantly. Indonesian communities demonstrated a higher mean value on Transformative Potential domains than Malaysian communities did, while Malaysian communities indicated a higher mean value on Informative-Communication domains. This study concludes that compared to Malaysian communities, Indonesian communities have a more significant potential for transformation because they can frame collective experiences, gather, and analyze pertinent data, evaluate community performance, and develop resilience-building abilities. On the other hand, Malaysian communities are more resilient in providing information and communication. We found the need to develop a community resilience model that incorporates specific cultural and local requirements. Cooperation between the two countries would open many possibilities to emphasize the capability to bounce back sooner after a catastrophe such as the COVID-19 pandemic and achieve Sustainable Development Goals.
